Ukraine And Iraq *Arc Of Crisis* Tops Nato Talks

The crises in Iraq and Ukraine will dominate talks as world leaders meet at the Celtic Manor Resort in Wales for the two-day biennial Nato summit.

The 28 heads of Nato states will be joined by a further 27 leaders from partner countries and heads of world bodies including the UN, EU, IMF and World Bank.

The two days will be dominated by discussions on Ukraine and how to respond to Russian aggression and the threat of Islamic State (IS).

British Prime Minister David Cameron said: "It's hard to think of a Nato summit coming at a more important time for our alliance.

"We see the appalling actions of Russia in eastern Ukraine. We see the appalling scenes in Iraq and Syria and the rise of this so-called Islamic Caliphate and its dreadful brutality in executing the American hostage we saw overnight.

"And in this dangerous and difficult world Nato has an absolutely key role in providing our collective security, and that's what the next two days are going to be all about."

Nato Secretary General Anders Fogh Rasmussen said: "In today's world we are, so to speak, surrounded by an arc of crisis.

"To the east, to the southeast, to the south - and at this summit we will address the whole range of security challenges and improve Nato's ability to act swiftly if needed."

The murder of US journalist Steven Sotloff by IS fighters, will not change the official summit agenda but ensure intense and urgent talks on the sidelines.

The 28 Nato leaders have also agreed to meet Ukrainian President Petro Poroshenko to hear what support his country wants. It is also a symbolic sign of solidarity which will not be lost on the Kremlin.

Nato is under pressure to harden its response to Russian incursions into Ukraine.

Plans for a new Rapid Reaction Force will be finalised. It will number around 4,000 troops, on notice to deploy within 48 hours.

Logistic and planning teams will be stationed in Poland and the Baltic States along with key equipment to speed up any deployment.

The US and UK will push fellow Nato members to commit to increases in defence spending. Only four Nato countries - the US, UK, Greece and Estonia - meet the desired target of 2% of GDP spending on defence.

However, the prospect of a clear and binding commitment is low.

As many as 10,000 delegates and advisers, and 1,500 journalists, make this the largest international gathering of its kind to be staged in the UK.

They will be guarded under heavy security by 9,000 police officers. A fence, 12 miles long and 9ft high, makes up a ring of steel that will include road closures and checkpoints to prevent a terrorist attack.

This will be the first Nato summit held in the UK since the collapse of the Soviet Union - the last time the Alliance gathered in these shores was in London in 1990.

As an aside, it will also mark the first visit to Wales by a serving US president.

The summit will also spend time discussing Afghanistan and Nato's future commitment to bring security to the country.

The summit was intended to mark the end of combat operations in Afghanistan, but this has been overshadowed by events in Ukraine, Syria, Iraq and elsewhere.
